Ms Tsang is a skilled Town Planner with over 20 years of extensive working experience (20+ years with TOWNLAND) in strategic studies and Town Planning Board Submissions for the Government, Private Sector and Agencies. She has been particularly involved in areas of Project Management, Development Planning Advocacy, Master Planning, Strategic Planning Policy, Infrastructure Planning and Visual Impact Assessments. She has acted as Expert Witness at the Town Planning Appeal Board and prepared expert statements for various Judicial Reviews, S17B Appeals, Compulsory Sale Proceedings and other legal cases.
Ms Tsang has managed numerous Planning Applications covering a wide-range of development proposals including comprehensive development areas, urban renewal projects, redevelopment of residual industrial areas and developments in New Towns and on Reclamations. She has secured dozens of successful Section 16 Planning Applications, Section 17 Reviews, Statutory Objections, Rezoning Requests and Visual Impact Assessments throughout Hong Kong. Pioneering and landmark projects which she was involved in include the pilot projects for Senior Citizen Residences; the Conservation and Revitalisation of the Central Police Station Compound on Hollywood Road; and successful Objections to the Wan Chai North Reclamation and statutory height restrictions at Tsim Sha Tsui East. Ms Tsang has a good appreciation of the different concerns of Clients, Government and the Public and can advise on innovative strategies to achieve optimum outcomes for all parties.
Ms Tsang has also managed and coordinated the planning, visual and urban design inputs to a wide range of studies covering housing, land use strategy, revitalization, pedestrianisation, market and marketing research, infrastructure development, tourism and environmental impact assessments. These have included, for instance, the Study on the Propensity for Office Decentralisation; Assessment of the Resort Hotel Development Market in Hong Kong; the Study on Planning for Pedestrians; An Integrated Harbour Vision and Plan for Victoria Harbour; Land Use Planning for the Closed Area; and North East New Territories New Development Areas Planning and Engineering Study. Ms Tsang is well versed in study processes (including the interplay of multi-disciplinary assessments and stakeholder engagement) and is able to develop sound and practical recommendations that are readily accommodated under the statutory and administrative framework.
