Improving the Quality of Life in the Tan Hoa Lo Gom basin

TOWNLAND acted as Deputy Team Leader and provided consultancy services in urban development, sociology and community development, environmental planning and constitutional development for a bilateral development cooperation Project set in the Tan Hoa – Lo Gom catchment.  The catchment comprised some 19 km² of land and accommodated a population of about 700,000.  Due to rapid urbanisation and the subsequent filling of existing wetlands, flooding and wastewater drainage had become some of the main problems of the catchment area. Low cost housing areas were also encroaching on a large portion of the banks of the canal and contributing to solid and liquid waste pollution in the canal.  The Project consisted of two main objectives; to improve quality of life in the Tan Hoa Lo Gom basin as well as to strengthen the capacity of the community to deal with canal related problems and urban development.  In order to reach these objectives, the Consultants prepared implementation packages that would be suitable for financing by a number of potential loan and aid agencies and included proposals for flood control and drainage, reduction of liquid waste discharges, solid waste management, squatter resettlement, upgrading of informal housing areas, and canal-side parks/walkways. This included the preparation of Community Upgrading Plans for low-income housing areas and a draft Resettlement Action Plan in accordance with World Bank guidelines.  This project is currently under implementation.
