A Focused and Coordinated Approach to Urban Renewal

TOWNLAND led a multi-disciplinary team to formulate a restructuring strategy to optimise the development potential of the Shek Kip Mei District, a major public housing area in Hong Kong.   The Study was commissioned by the Hong Kong Housing Authority as a response to the significant urban renewal problems in the City including obsolete and over crowded buildings, inadequate infrastructure and community facilities, and poor environmental standards throughout many older urban areas.  The Study sought to provide a more focused and co-ordinated approach to urban renewal by Government agencies together with greater private sector involvement.  Alternative land use and development strategies and an Outline Master Development Plan were prepared with a focus on optimizing development within government and public housing sites. Alternative mechanisms and an institutional framework for implementing future restructuring schemes werealso prepared.
