Protection of Development Rights and Achieving Good Urban Design for a World-Class Tourism Hub

TOWNLAND was commissioned to lodge an Objection to a blanket 60mPD height restriction gazetted in the Draft Tsim Sha Tsui Outline Zoning Plan No. S/K1/23 over the entire Tsim Sha Tshui East Area. The Client had beenacting on behalf of the wider public interest to revitalizeand beautifythe Tsim Sha Tsui EastAreaover several years, and the imposition of the 60mPD building height restriction was consideredto be a direct contradictionof theintention to create a World-Class Tourism Hub. The imposed height restriction (reflecting outdated Airport Height Restrictions) would only discourage urban renewal and perpetuate the existing poor urban environment.  There wouldbe no flexibility for positive design features such as podium gardens, building voids, setbacks, street planting, stepped podiums, breezeways etc.to improve public amenity, wind flowand local environmental conditions.

The Objection succeeded inrelaxing the building height restriction of 60mPD to a maximum of 95mPD (a maximum 58% increase).  TOWNLAND was responsible for preparation and coordination of the objection statement, liaison with different stakeholders and presentation to the TOWN PLANNING BOARD.
