Development Consultancy

TOWNLAND was part of a Team of internationally renowned experts to develop the conservation and revitalization project for the former Central Police Station Compound (including Central Police Station, the Victoria Prison and Former Central Magistrate) at Hollywood Road, Central Hong Kong. Based on a ‘”minimal intervention” approach, the site will become a center for Contemporary Arts, utilizing the unique heritage and adapting it sympathetically to create spaces to nurture Hong Kong’s creative industries as well as providing a new open space for the public. In order to accommodate supporting services and new gallery spaces, two new buildings (namely the Old Bailey Wing and Arbuthnot Wing) are proposed.  A modern design approach was applied to achieve the long term adaptive re-use of the site. The project provides a golden opportunity to bring new life to a highly unique heritage compound that will contribute to the social, cultural and urban fabric of Hong Kong.

TOWNLAND was responsible for obtaining the relevant planning approval for the new buildings. Critical to the approval was ensuring that the Town Planning Board, the Government and the public understood the need for the new buildings to meet the planning intention and the public planning gains that would be achieved through the project as a whole. TOWNLAND also prepared the Visual Impact Assessment for the planning submission to demonstrate the design integration of the new buildings within the revitalized compound and the acceptability of the visual impact of the project in the wide urban setting.
