Successful Comprehensive Residential Development and Heritage Preservation for NGO

TOWNLAND was commissioned to co-ordinate and prepare a S16 Planning Application for a Proposed Low-Density Comprehensive Residential Developmenton various Lots at Sheung Shui(zoned “Comprehensive Development Area”) with Minor Relaxation of the Plot Ratio and Site Coverage Restrictions.  The development comprised a total of 38 houses, ranging from 160m2 to 285m2, each at a maximum of 3 storeys including 1 level of carport.

TOWNLAND was responsible for managing a multi-disciplinary team including planners, architects, landscape architects, surveyors, transport engineers, infrastructural engineers and environmental consultants.

The Proposed Development was originally required to provide financial resources to support the efforts of Dacars Limited, a non-government charitable organization dedicated to providing counselling and rehabilitation services to drug addicts and alcoholics. However, a number of other public planning gains were also subsequently incorporated into the Development Proposal including the preservation of Enchi Lodge, a pre-World War II building with Grade II heritage listing, through adaptive reuse as a clubhouse; the provision of Fung Shui features as requested by the residents of nearby Yin Kong Village; improvements to the access road to Yin Kong Village including setbacks and road enhancements; enhanced streetscape amenity along Castle Peak Road; and improved local floodwater drainage facilities.

The Planning Application was approved by the TOWN PLANNING BOARD.
