A Conceptual Tourism Master Plan was prepared, in association with a consortium of International and Local Consultants, for the State Government of Kerala in India. The Site covers a total area of 12, 500 hectares which includes extensive attractive forested terrain as well as agricultural land and small rural communities.

The Master Plan proposed areas of conservation and management in the more attractive and environmentally sensitive locations. The establishment and expansion of tourist facilities (hotels and recreational uses ) were proposed in selected suitable locations close to existing communities and transport routes where adverse environmental effects would be minimal and recreational opportunity maximised.
