TCL led a multi-disciplinary team to formulate a restructuring strategy to optimise the development potential of the Shek Kip Mei area.

The Study required the preparation of alternative land use and development strategies and an Outline Master Development Plan.

Alternative mechanisms and an institutional framework for implementing future restructuring schemes were also required.
