Lijia Cluster is located in Lijia Town, New Northern District, Chongqing. Jialing River is immediately located to the northwest of the Cluster. The planning area for the Lijia Cluster is 16.15 square kilometres in area with a residential population of 180, 000. The study area itself, or Central Area, is located within the centre of the Lijia Cluster and is 1.7 square kilometres in area. It is envisaged that the Central Area will be the starting point of a modern production base for high-tech development as well as the core and growth pole of urban and economic development in the New Northern District region.

Winning First Prize in a Design Competition against four other international teams, TCL delivered a design for the Central Area that created an innovative and technological Town Centre that will be the catalyst for further development within the Lijia Cluster. The Town Centre will be the focal point and central hub of research and technology throughout the Northern District area.

The overall Master Layout Plan consists of two major elements. These include a central Core and an outer Frame.

The Core will act as the central focus (or Town Centre) of the Master Layout Plan. The concentration of commerical and recreational uses in the Town Centre will attract people living both within the site area and areas outside. Highlighting the Core is Longtong Reservoir. The Core will provide an identifiable architectural character to both the site area itself, and the surrounding region.

The Frame around the Core is divided into three identifiable precincts. Precinct 1 north of the core; Precinct 2 to the southeast, and Precinct 3 to the southwest. Each Precinct will act as a self - sufficient neighbourhood consisting of a mix of uses such as residential, commercial / retail, government / institutional / community, and open space.
